베트남, CPTPP에 따른 수입식품 세율감소

◦ 환태평양경제동반자협정(TPP*) 회원 12개국* 중 2017년 1월 미국의 탈퇴 후 포괄적·점진적 환태평양경제동반자협정(CPTPP*) 출범으로 나머지 11개국의 공통세율 적용이 2019년 1월 14일 발효됨

* TPP : Trans-Pacific Partnership

* 12개국 : 베트남, 일본, 호주, 뉴질랜드, 캐나다, 멕시코, 칠레, 페루, 싱가포르, 말레이시아, 브루나이, 미국

* CPTPP : Comprehensive and Progressive Trans-Pacific Partnership

◦ 동 협정의 가입국 식품의 베트남 수입세율은 감소되어 제품가격 하락이 예상되며 수입상품 간 경쟁이 치열해질 것으로 예상됨

□ 수입세율 축소

◦ 세율축소 품목

- HS코드 기준 품목에 대하여 협정 발효 직후에 66%, 3년 이후에는 86.5%까지 수입세가 폐지됨

- 나머지 HS코드 품목도 향후 5~10년 수입세율이 감소될 예정임

□ 주요 식품별 수입세율 변화

◦ 우유

- CPTPP에 따라 가입국에서 수입하는 우유 및 유제품의 수입세율은 7년간 점진적으로 0%까지 하락할 예정이며, 이에 따라 뉴질랜드, 싱가포르, 일본 등에서 수입하는 우유의 가격은 낮아질 전망임

- 베트남 내 수입산 우유의 국별 순위는 뉴질랜드, 싱가포르, 일본, 미국 순임

- CPTPP 이외에도, 아세안-호주-뉴질랜드 자유무역협정(AANZFTA, ASEAN-Australia-New Zealand Free Trade Agreement)에 따라 뉴질랜드산 우유는 2018년부터 수입세율이 0%가 됨

◦ 해산물

- CPTPP 발효로 캐나다 및 호주산 냉동 게와 바다 생선의 수입세가 철폐됨

- 캐나다산 랍스터는 동 협정 발효로 수입세는 35%에서 15%로 감소함

◦ 술

- 캐나다산 포도와인 또는 샴페인은 동 협정의 발효로 베트남 수입세는 35%에서 15%로 낮아짐

□ 전망

◦ 수입산 식품의 수입세율 감소로 상품을 저렴한 가격에 구입할 수 있게 되면서 수입식품 소비가 증가할 것으로 예상

◦ 현지기업은 내수시장에서 외국 상품과 경쟁하고, 또한 CPTPP를 이용하여 수출확대를 위해 수출기준을 충족하는 과정에서 원산지, 품질, 위생안전 등 품질 개선이 이루어질 것으로 기대되며, 이로써 베트남 내 현대식 유통채널에서 판매되는 식품 전반의 품질 향상이 예상됨
