미국, USDA 유기농 프로그램 허용 및 금지물질 개정

1. 변경사항(통관/ 검역 / 라벨링 / 인증 등)
o 미 농무부 (The U.S. Department of Agriculture; USDA) 산하 농업마케팅국 (Agricultural Marketing Service; AMS)에서는 국가 유기농 프로그램 (National Organic Program; NOP)으로 운영되고 있는 미국 유기농 제품 규정의 일부인 허용 및 금지 물질 (국가 목록; National List)에 게재되어 있는 물질들의 개정을 2021년 8월 3일 연방공보에 발표하였다. 이는 AMS를 통해서 국가 유기농 기준 위원회 (National Organic Standard Board; NOSB)가 미국 농무부 장관에게 제출한 권고 사안을 반영하고, 2021년-2022년의 선셋 리뷰 (sunset review) 결과를 반영한 것이다.
· National List; ‘국가 목록’은 유기농 재배 과정에서 사용이 허용된 합성물질과 사용이 금지된 비합성 물질을 리스트한 목록이며, 또한 유기농 처리에 사용할 수 있는 비농업 물질과 비유기농 물질을 리스트한 목록이다. 미국 유기농 규정에서는 ‘국가 목록’에 기재되어 사용이 예외적으로 허용되지 않은 이상, 유기농 제조 및 처리에 합성물질의 사용을 금지하고 있다. 또한 유기농 제품의 처리에는 ‘국가 목록’에 사용이 허가되어 있는 비농업 물질과 비유기농 물질만을 사용할 수 있다.
· Sunset Review; 국가 목록에 게재되어 있는 물질들은 5년마다 NOSB에서 검토를 진행하고 해당 물질이 ‘국가 목록’에 계속적으로 게재될 수 있는지 여부를 판단한다. AMS 에서는 NOSB의 검토 결과 및 권고안을 바탕으로 ‘국가 목록’을 개정 결정하고 발표한다.
